Legislature Gets a D
The just concluded (May 6) 2004 legislative Session was rated a "D-" by Small Business Hawaii, Hawaii's most effective private, independent, non-partisan small business advocacy organization with more than 2,000 small business member firms throughout the state.
The session was rated below passing, but not "F" because all major new tax increases and some nasty labor and workplace regulations were defeated during the session ,but so were tax and fee reductions (with a few minor exceptions) and work comp and prepaid health business reforms. An attempt to viscerate the successful and popular state Department of commerce and Consumer Affairs (DCCA) under director Mark Recktenwald, was vetoed by the Governor and the veto stood. (Seven other vetoes were easily overridden by the Democrats in charge). These vetoes had to do with budget bloat, overspending, outrageous HGEA public union raises and debt. The Session was built on false promises: campaign spending reform, education reform and crime reform; it never happened.
The notorious 2002 passed "Gas Cap" law (Act 77), scheduled to go into effect July of this year, was postponed by the Democrat majority until after this November's elections, till September, 2005. However, the bottle deposit bill (tax), goes into effect this November. It will cost business and consumers and the much vaunted "rebate" hasn't been described as yet.
